DeKalb County plat committee approves five minor subdivisions, conditions recording on agency sign-offs

The DeKalb County Plan Commission plat committee approved five minor subdivision plats at its Nov. 4, 2025 meeting, voting unanimously to accept the primary and secondary plats for petitions 25-31 through 25-35 and attaching standard conditions that require written evidence of compliance with county agencies before any plat may be recorded.
The committee considered each petition in turn. Petition 25-31, Langston Section 3 (applicants listed in the packet as "Steve a and Shellya leans"), proposes a two-lot subdivision totaling 6.55 gross acres for single-family use at the northeast corner of County Road 32 and County Road 3 in Corona. Staff reported both lots meet the Unified Development Ordinance minimums (each proposed at 3 net acres), that proposed lot widths and frontage exceed minimum standards, and that the plat shows a 30-foot right-of-way dedication. The zoning administrator recommended approval with standard recording conditions and the requirement that applicants file evidence of compliance with county agencies prior to recording. Jason Carnahan made the motion to approve; Suzanne Davis seconded. The motion carried unanimously.
Petition 25-32, the Platte Of Riverview (applicant Brad C. Holman), is a one-lot subdivision of roughly 3.17 gross acres on the west side of County Road 57 near the intersection with County Road 72 in Spencerville. Staff said the lot is the first buildable split from the parent parcel and exceeds the UDO’s minimum lot area, width and frontage requirements; private septic will be used. The committee approved the plat with standard conditions after a motion by Jerry Yoder and second by Sandy Harrison.
Petition 25-33, Camp Lane (applicant listed as "lane a, hurrah"), is a proposed one-lot split of about 4.738 acres on County Road 71 near County Road 4A in Hamilton. Staff noted it is the second buildable split from the parent parcel and that the highway department has reviewed driveway locations; a Drainage Board letter had not yet been received and staff added a condition that drainage approval must be obtained before the plat can be recorded. Jerry Yoder moved to approve with that condition; Sandy Harrison seconded and the motion passed unanimously.
Petition 25-34, Barn Place (applicant J. Joe Miller, trustee), is a roughly 2.6-acre lot at County Road 62 in Auburn. Committee discussion asked whether the residual tract would fall below two net acres and confirmed that an existing building is grandfathered within setback lines. Staff told the committee the County Board of Health letter had been received the day before but the Drainage Board had not yet acted; the plat was approved with the condition that the drainage board provide a non-objection before recording.
Petition 25-35, Josh’s Estate (applicant Joshua O'Loneger), proposes two lots totaling about 41.562 acres at 4353 County Road 72 in Spencerville. Staff reported driveway locations and soil reports are under review and listed outstanding letters from the County Board of Health, County Highway Department and Drainage Board as conditions. Suzanne Davis moved to approve; Sandy Harrison seconded and the committee voted to approve with those conditions.
For each approved plat, the committee recorded the same set of standard conditions: plats must comply with applicable federal, state, and local laws and regulations; no off-site drainage may be obstructed; required agricultural, drainage or airport-zone covenants shall be on the plat if applicable; and the plat shall not be recorded until applicants file written evidence of compliance with the DeKalb County Board of Health, DeKalb County Highway Department, DeKalb County Drainage Board, DeKalb County Surveyor, DeKalb County Airport, DeKalb County Soil and Water Conservation District or other applicable agencies.
All five approvals were unanimous. Committee members who voted in favor included Alicia Rogers, Sandy Harrison, Jerry Yoder, Suzanne Davis, Jason Carnahan and Chris Gollmer. The committee scheduled its next meeting for Dec. 2, 2025.
The zoning administrator summarized staff findings and recommended approval for each petition, and staff reports cited compliance with the Unified Development Ordinance and the DeKalb County comprehensive plan. Several petitions require additional administrative sign-offs (drainage board, health department, highway department) before the plats may be recorded.
