The Kosciusko County Parks and Recreation Board voted in November to ratify a retroactive application for an Indiana Department of Health "accelerator" pre‑planning grant after learning the county’s submission had been accepted.
At the meeting the presiding chair said the board applied by the Friday deadline and had received notice the application was accepted. The chair said the accelerator grant carries a $20,000 award and requires a $20,000 local match and is intended to fund preliminary work—engineering and planning—to prepare the county to seek dollars for design and construction of a larger trail linking Winona Lake to Pearson. "The accelerated grant is a pre planning grant that will allow you to do the preliminary work to be ready to seek grants for design and construction of a larger trail," the chair said.
Board members discussed the timing and authority for the submission. The chair said county commissioners and the municipal council had already approved applying, in the tight time frame the opportunity required. Member 4 moved to retroactively approve the board’s application and Member 6 seconded; the board voted in favor by voice vote. The chair flagged that the grant will produce an engineering study and other deliverables the county can use when pursuing additional design and construction funding.
Board members and staff said the proposed corridor for the study would target Winona Lake to Pearson, generally along Worcester to Washington and into Pearson, but noted the exact route and scope will be determined by the engineering work funded by the grant. Next steps include completing the pre‑planning deliverables outlined in the grant and then seeking design and construction funding through future grant rounds and local approvals. The chair also said the Indiana Department of Health may request follow‑up interviews as part of the process.
The application and acceptance announcement were treated as a procedural vote to ratify an already‑submitted application; the board’s vote authorized documenting that approval in meeting minutes and passing the recommendation to the commissioners and council for any required follow‑up.
