The City Commission unanimously approved a new interlocal fire services agreement and a related amendment to the fire station agreement at its Nov. 4 meeting.
City staff explained the 2025 fire services agreement among the City of Largo, Town of Belleair, City of Belleair Bluffs and Pinellas County. Staff said the agreement keeps a population‑based funding methodology but simplifies administration, eliminates a 5% annual cap on cost escalation to allow pass‑through of true service costs, and preserves existing service levels. The agreement had been approved by the other municipal parties and was scheduled for a county board agenda on Nov. 18.
Vice Mayor Holmes praised negotiators for the "yeoman's job" of reaching an agreeable settlement. The commission moved and approved the 2025 fire protection services agreement 7–0.
The commission then approved a first amendment to the interlocal fire station agreement with the City of Belleair Bluffs to ensure the station agreement remains in effect through the term of the new services agreement; that vote also passed 7–0.
The measures were presented as operational and administrative clarifications to improve cost transparency and administrative simplicity; no change to service levels was proposed. The commission thanked fire chiefs and staff for their work on the negotiations.
