The City Commission on Nov. 4 adopted two planning measures on second and final reading that city staff said align local rules with voter‑approved uses and recent state statutory changes.
Ordinance 2025‑04 amended the comprehensive plan’s future land use map for the property at 201 Highland Avenue North — a roughly 14‑acre site that includes Largo City Hall, the Largo Police Department and the Emergency Operations Center — changing it from "institutional" to "residential‑office‑retail" to expand allowed uses. Staff noted unanimous recommendations for approval from county review boards and that the measure would, if adopted, be transmitted for a courtesy review at the state level.
The commission also adopted Ordinance 2026‑02, a Comprehensive Development Code amendment that implements recent state statutory changes requiring administrative review for plats and replats, exempts city‑initiated multi‑property map amendments from certified‑survey submittal requirements, and revises eligibility for fence‑height modification across the city. Staff said no changes had been made since first reading and that the item had previously been approved 6–0 at an earlier hearing.
Both ordinances were adopted unanimously, 7–0, with commissioners thanking staff for clarity on uses and for carving out certain uses (for example, excluding car washes or drive‑throughs where voters had approved restrictions). No members of the public had cards on either item.
