Vero Beach council certifies election results, swears in members and elects John Coutinho mayor; Taylor Dingle named vice mayor

The Vero Beach City Council on Nov. 17 adopted a canvassing-board resolution certifying the results of the Nov. 4 municipal general election, administered the oath of office to newly elected members and elected John Coutinho mayor and Taylor Dingle vice mayor.
Sherry Filo, the city clerk, read a resolution incorporating certified returns from the Indian River County Supervisor of Elections showing Taylor Dingle with 1,232 votes, Brian Hetty with 367 votes and John Coutinho with 1,203 votes. The resolution states that the canvassing board — listed in the record as John Turner (city attorney), Sherry Filo (city clerk) and Monte Falls (City Manager) — has certified the results and declares Dingle and Coutinho duly elected to two-year council terms.
An unidentified council member moved to adopt the certification resolution and a second was recorded. The clerk conducted a roll-call vote in which members identified in the record as Falls, Filo and Turner voted “Yes,” and the chair declared the resolution adopted and filed in the city clerk’s office.
Following the certification, city officials administered the oath of office to the newly elected council members. Both officials repeated the oath to support and defend the U.S. and Florida constitutions and to faithfully perform the duties of city council member.
The council then conducted nominations for mayor. John Coutinho and John Carroll were nominated; the council voted by ballot and the clerk announced the result “by a vote of 3 to 2,” declaring John Coutinho elected mayor.
Nominations for vice mayor followed. Taylor Dingle and John Carroll were nominated; the clerk again announced a 3-to-2 vote and declared Taylor Dingle elected vice mayor.
During the public-comment period, Laura Moss, identified in the record as a county commission member and former mayor of Vero Beach, congratulated Mayor Coutinho and Vice Mayor Dingle and said she looked forward to working with them. Wilford Hart, identified as representing the school district, urged continued partnership between the city and schools and cited a recently supported inclusive-playground project. Barbara Reddy and Bethany Fortunato also offered congratulations and encouraged close coordination with county and community stakeholders.
The meeting concluded with light discussion about seating arrangements on the dais and an announcement that the meeting was adjourned to reconvene the following day.
