Todd, the airport director, told the council that a recent conversion of a long-term lot into an employee parking area included a 21-day warning period and that the city will begin ticketing after the warning window, yielding more short-term spaces around the terminal.
On long-term parking options, Todd said the developer presentation shown to the airport commission remains a concept and that "there is no lease in place" and "nothing we can bring to you recommending one way or the other." Council members and staff discussed outreach to other airports and consultants, and the mayor and city manager recommended issuing a request for proposals (RFP) to solicit multiple management and development approaches. Several council members voiced support for an RFP, saying it would reveal additional options and reduce reliance on a single proposal.
Council directed staff to work with purchasing to prepare an RFP and to invite the previously briefed developer(s) to participate in the competitive process. No formal ordinance or agreement was approved at this meeting.
