The Vero Beach City Council authorized city staff on Nov. 4 to begin negotiations with a selected development team on the long-planned "3 Corners" master development, voting 5–0 to move the project into a formal negotiation phase.
The council—s action follows a presentation from the developer team led by ClearPath in partnership with Madison Marquette. City management told the council the project has been in planning since 2019 and emphasized the city will not build the project itself. "The city is not building 3 Corners," the city manager said while explaining the planned public-private approach and the staff team that will advise negotiations.
The council set a target negotiating window of 120 days for the city and the development team to craft a draft agreement. Council members asked that the process produce a clear single point of contact for negotiations and that the city present a high-level framework to guide talks. Councilmember discussion also noted that tax-increment (TIF/CRA) support remains a likely tool to consider but was not decided.
Developer representatives Randy Lloyd and David Breiner said their combined team has worked with the city and consultants and expressed readiness to proceed. "We—re excited to move forward and begin our negotiations," one representative said.
The council—s vote was 5–0 in favor; the mayor called the decision a milestone and staff said they will return with an agreed-upon negotiation timeline and the draft framework for council review.
Next steps: staff and the selected development team will meet and work through terms, with the city—s project manager, outside counsel and financial consultant engaged in the process. Council emphasized transparency and public input will continue as negotiations advance.
