County to advertise inclusionary housing code amendments proposed to implement comprehensive-plan policies

County planners asked the board Oct. 28 to authorize public advertisement of proposed amendments to the Unified Land Development Code to implement inclusionary-housing policies the board adopted earlier in the comprehensive plan.
Principal planner Chris Dawson outlined the draft changes, which would add an article addressing inclusionary housing and create methodologies for calculating required affordable units, standards to ensure affordable units are comparable to market-rate units in the same development, and options for substituting affordable units for certain nonresidential floor area. The amendments would also create density-bonus provisions to encourage affordable-unit production. Dawson told commissioners the draft is voluntary and staff do not believe it conflicts with Senate Bill 180.
Commissioner Prizia said the Affordable Housing Advisory Committee supports the direction and asked staff to track implementation results after adoption. The board moved to advertise the amendments for public hearings and review; the motion carried.
What happens next: staff will publish the proposed code text for public review, hold hearings and return to the board with any recommended refinements.
