Commissioners approve budget rollovers and add $500,000 to Sparrow Avenue rebuild

Highlands County commissioners on Oct. 21 approved a series of budget amendments to roll over unspent project funds from fiscal year 2024' 2025 into the current year and authorized additional funding for road reconstruction projects including Sparrow Avenue.
Valerie Fleeger, senior budget analyst, asked the board to adopt Resolution 25-26-012 to move current project balances into FY 2025' 2026 so ongoing projects can continue. The board adopted the rollover unanimously.
Jonathan Harrison, road and bridge director, said the board previously agreed to incrementally add funds to long-running projects and requested an additional $500,000 for Sparrow Avenue, bringing the project to nearly $900,000 and closer to bid readiness once design is complete. He said crews have already begun preparatory work on roll-over roadways and that the county expects to put Sparrow Avenue to bid after final design and permitting.
"This money will go to complete, basically, incorporate this year's projects of which were short, to be able to complete those and add some more roadways to that list," Harrison said.
Commissioners voiced support for advancing road projects now to reduce construction costs later and the board voted unanimously to adopt the road-reconstruction budget amendment.
The decisions were unanimous and items will be implemented by the county's Office of Management and Budget and Road and Bridge department; staff said standard bidding timelines apply and estimated construction on Sparrow Avenue could take about a year once awarded.
