Commissioners press TDC on community access, long-term lease risks and timing of sports-venue projects

Commissioners emphasized preserving weekday access for local users. One commissioner asked how expansions would “change availability to local participants that are using that venue right now,” citing YMCA and youth programming. Consultants and TDC staff said usage can be written into agreements so the county controls community-use windows even under a lease model, but the precise terms would be negotiated with any private operator.
Financial risk and appropriations were another focus. Jason (Synergy Sports) warned that large indoor projects command higher annual lease amounts and that the county might face early-year shortfalls; he said mitigation options include TDC-backed initial coverage, escrow accounts and sponsorship revenues. "If there's a loss, the County is ultimately responsible," he cautioned, after noting mitigation strategies the TDC and partners can structure in advance.
Several commissioners asked for more granular analysis before the board takes a policy position, asking the TDC to prioritize projects and return with a recommended hierarchy based on stakeholder feedback and detailed cost/risk trade-offs. Commissioners also asked the TDC to provide examples where P3s did not work or required additional county action; presenters referenced ongoing projects in Texas and Florida and said those comparisons would be part of further diligence.
The board did not take formal action at the workshop; commissioners asked staff and TDC to return with prioritized recommendations and further detail on community-use guarantees and appropriation exposure.
