Board approves ordinance establishing review process for certified recovery residences

The Leon County Board of County Commissioners adopted an ordinance establishing procedures for review and approval of certified recovery residences (CRRs), a change staff said is necessary to comply with recently enacted 2025 legislation.
County staff presented the ordinance as the board’s first and only public hearing on the item and recommended Option 1. A motion to adopt the staff recommendation was moved and seconded. During discussion a commissioner asked who would enforce a proposed restriction that minor children not visit a residence if it is housing convicted sexual offenders. County legal and licensing staff explained that these facilities must be licensed and regulated by the Florida Department of Children and Families and that licensure violations or zoning and code violations would be enforced as license/code matters.
The board recorded the vote in favor of staff’s recommendation and the ordinance will now move forward as adopted.
Next steps: Implementation and enforcement rely on DCF licensure and on zoning/code processes to address violations.
