Collier County approves multiple infrastructure contracts and a $1.5 million Bay Street property purchase

Collier County commissioners approved a series of procurement and property actions during the meeting, totaling more than $22 million in construction and acquisition commitments.
Contracts approved included: Invitation to Bid 25‑8396 for Everglades Boulevard North shoulder improvements to General Asphalt Company LLC for $6,792,335.78 (plus a $100,000 owner’s allowance); Invitation to Bid 25‑8367 for the Stan Gober Memorial Bridge rehabilitation to M & J Construction Company of Pinellas County, Inc. for $8,937,871.54 (plus a $900,000 owner’s allowance); and Invitation to Bid 25‑8351 for the Marco Substation Building Replacement (for the CCSO Marco substation) to Build LLC for $5,345,065 (plus a $350,000 owner’s allowance and budget amendment within the disaster fund).
Jay Ahmad, division director of transportation engineering, briefed the board on the bridge project, saying the contract will repair deck and main beams, damaged piers, bearing plates and cathodic protection and add scour protection; construction is expected to last about 12 months. Commissioners stressed the projects had been briefed to the board previously and that the items appeared on the regular agenda because of dollar thresholds.
Separately the board approved purchasing four parcels on Bay Street from Hamilton Harbor LLC for $1,500,000 to expand Bayview Park. Staff said three parcels are unimproved and one improved, the purchase price is about 9% above appraisal so the measure required a supermajority, and Community Development Block Grant (CDBG) funds will be used up to appraised value; staff noted a potential short delay in HUD confirmation because of a government shutdown risk but said backup funds are identified.
Commissioners voted unanimously to approve the contracts and the property acquisition. County staff will execute contracts and process required budget amendments and owner’s allowances as authorized at the meeting.
