Urbana committee forwards omnibus budget amendment, splits out firefighter grant after debate

Finance staff reviewed the amendment’s major elements: newly received grants including a $5,000 financial-literacy award, about $68,000 from the Assistance to Firefighters Grant process, roughly $166,000 from the Illinois Law Enforcement Training and Standards Board to reimburse prior purchases (increasing revenue with no new spending), a $13,000 re-budget for the sister-city program, $30,000 in office-furniture replacement paid from salary savings, and several inter-project transfers in capital funds that require council approval because they exceed the city's 10% threshold on project budgets.
Council debated several technical items, including the cost and fitting of police squad vehicles (staff said vehicles are budgeted at roughly $47,000 each before fitting) and shifts between Community Development Block Grant (CDBG) allocations and local motor fuel tax projects. Members asked staff to provide clearer packet detail on CDBG projections and project-level transfers.
Because councilors worried about procedural and ethical implications of voting on the firefighter grant as part of an omnibus item, members divided the question and first voted to send the omnibus portion (with the firefighter grant removed) to council. The committee then considered the firefighter-grant portion separately. Mary Alice moved and Charice seconded forwarding the firefighter-grant line to council with a recommendation for approval. The committee’s roll call on the grant portion produced a 3–3 split among the six committee members; Mayor Williams cast the tie-breaking vote in favor. Staff emphasized that final adoption at full council requires any legally required supermajority and that, if council declines to accept the federal grant, the city could instead use FY25 fund balance to purchase needed equipment without accepting grant revenue.
The committee’s action sends the omnibus amendment and the separated grant item to the full City Council for final action.
