Urbana BPAC discusses Veo bike-share procedures, shared-use path projects and a snow-removal PSA

City staff and BPAC members used the Nov. 18 meeting to coordinate next steps on bike-share policy, update commissioners on ongoing street and path projects, and plan a short public-service announcement about snow removal.

Bike-share and Veo operations: Commissioners and staff said a working group should compare covenants used by Champaign and the University of Illinois and seek alignment so enforcement and expectations are consistent across jurisdictions. City staff described the protocol for dealing with dockless-share bikes that obstruct sidewalks: determine if the placement is a hazardous situation (if so, public works can prioritize removal); otherwise residents should email hello@veoride.com and may include a photo. The transcript records the phone number printed on bikes as an alternative to email. Staff said Veo (the operator) has been responsive to emails and that, if a bike remains for more than three hours after a resident notice, staff can escalate to the local operations manager.

Shared-use path and roadway project updates: City staff reported several project statuses: the Florida Avenue shared-use path plans are roughly 90% complete with construction planned for 2026 (potentially pushed to 2027 to align with a larger street project); Bakers Lane shared-use path construction began Oct. 20 with work to pause for winter and resume in spring; Perkins Road shared-use path is substantially complete; a Country Club and Perkins Road roadway project recently went to bid (Oct. 24) with A and R the low bidder; FY25 sidewalk improvements are substantially complete. The Lincoln Avenue corridor study remains in its outreach and design phase and city staff said IDOT is still reviewing intersection design details for Bridal Avenue/Hillcrest.

Snow-removal public messaging: Commissioners reviewed proposed snow-removal language the city planned to issue and debated whether to create a concise PSA to be released when storms are forecast. One commissioner suggested a short, bold bulletin (a few bullet points) and offered to draft it for group review; staff said the city has a media distribution list that can be used to disseminate a PSA.

Closing and next steps: Commissioners agreed to form working groups on topics including ADA compliance and event/outreach planning; staff will circulate a sign-up sheet and follow up on planner support for bike-share and the Lincoln Avenue project.
