The committee approved ordinance 14‑54‑2025 authorizing a grant agreement with the Greater Cleveland Media Development Corporation (doing business as the Greater Cleveland Film Commission) to assist with the organization’s general operating expenses.
Bill Garvey, president of the film commission, presented economic figures for 2024, telling the committee the commission’s work generated roughly $1,150,000 in city income tax revenue, about $1.6 million in sales tax revenue and approximately $77,800,000 in direct spend that year. Garvey said the commission employs thousands of local crew and extras and requested an additional $50,000 in operating support to respond to rising costs and competition in media production.
Several council members voiced support for the commission’s workforce development work but raised questions about resource balance between downtown programming and neighborhood needs. Councilman Brian Casey said the council will continue to push for state-level tax‑incentive advocacy, and others asked the administration to keep the council informed of further lobbying efforts.
Outcome: ordinance 14‑54‑2025 stood approved by the committee of the whole; members were asked to sign the legislation.
