Development representatives described the package as a PACE financing deal for energy improvements — solar, HVAC controls, lighting and water‑use upgrades — that will be repaid as a special assessment on the property. The presentation cited financing provided by Greenworks Lending of up to about $43,000,000, amortized over roughly 28 years, with semiannual special‑assessment payments estimated at up to about $1.9 million.
Council members focused discussion on the project’s Community Benefits Agreement. “Part of this agreement when we did this was the community benefits agreement was going to be that Cleveland Public Power could be used where accessible,” Councilman Brian Casey said, pressing the project team for specifics on converting the building to CPP power and timelines.
Project representatives said conversion to Cleveland Public Power is underway and repeated their commitment to the CBA, stating the CPP connection will be completed by the time the building becomes operational and before a certificate of occupancy is issued. Council members asked for measurable metrics or milestones to provide finality rather than an open‑ended timeline.
Outcome: with no further questions the committee approved ordinance 14‑40‑2025 and asked members of the committee of the whole to sign the legislation. The administration and developer said they will continue to negotiate technical details and finalize the CPP power agreement during construction.
