The presenter said FEMA’s interagency recovery coordination staff offered facilitation and technical assistance at no cost and emphasized that county residents helped shape the plan. “Ultimately, it was our citizens, which is a huge benefit in the process,” the presenter said, describing public meetings, a countywide survey and an open house used to solicit input.
