Magistrate orders fines and inspection condition for repeat offender at Deerwood Circle

Special Magistrate Geraldine Harton accepted county staff's recommendation and issued a compliance order against Timothy J. Blanchard for repeated property code violations at 11261 Deerwood Circle.

An unnamed county representative opened the case, describing a repeat-offender situation and a site visit that found more than two vehicles stored on the property, trailers without current license plates, excessive building and vehicle parts, and conditions resembling an unauthorized junkyard. The county requested an $85 administrative fee, a $150 first-day fine and $30 per-day fines thereafter until compliance, for up to 180 days.

Blanchard spoke at the podium and said he had done work to clean the property but that some items reappeared after family members stayed in an RV on his lot. He acknowledged several items remained and that some trailers and a golf cart were not tagged. "I did what I was supposed to do. I told you I was gonna do in 10 days," Blanchard said, describing efforts to move parts onto trailers for removal.

Magistrate Harton reviewed the code sections prohibiting storage of inoperable vehicles and discarded building or vehicle parts outside an enclosed structure and emphasized that enforcement is complaint-driven. She said the case had been before the hearing multiple times, noted prior deadlines and temporary cleanups, and signaled concern that the problem recurs.

Based on the testimony and county photographs, Harton accepted staff's recommendation and ordered an $85 administrative fee, a $150 first-day fine and $30 per day thereafter up to 180 days. She instructed Blanchard to contact the county when cleanup is complete so staff can inspect and stop the rolling fines. "I'm gonna make you clean it," Harton told Blanchard when announcing the order.

The magistrate closed the matter after the instruction that fines will cease only upon county verification that the property meets code requirements.
