Ordinance 2025‑33: The board reclassified roughly 1 acre owned by Nikki and Quentin Page from very‑low‑density residential to medium‑density residential to allow two dwellings on the lot. Staff and the Local Planning Agency recommended approval; the board read and adopted the ordinance by title.
Ordinance 2025‑34: The board approved the companion rezoning changing the parcel from Residential Conventional Mobile Home (RCMH‑1) to RCMH‑0.5. Staff said the change aligns the zoning with neighboring lots and would allow the applicants flexibility to build an additional dwelling in the future; the board adopted the rezoning after a motion and second.
Ordinance 2025‑35: The board also approved a rezoning for a ~20‑acre parcel owned by Burnham Construction Inc. in the Enterprise East Boulevard area, changing the site from Light Industrial to Heavy Industrial to allow an on‑site asphalt/concrete manufacturing plant. Staff and the LPA recommended approval; one commissioner declared a conflict and followed required abstention procedures; the ordinance carried.
Subdivision exemption (Radiant): Staff presented an exemption request to record 18 lots from roughly 222 acres north of National Forest Road 231. The Development Review Committee recommended approval. Commissioners focused on downstream impacts from increased residential use of a county‑maintained section of Forest Road 231 (maintained under an older agreement with the National Forest Service). Road department staff said the subdivision would require three additional double‑barrel culverts (cross drains) and other maintenance; commissioners therefore made approval contingent on the road department providing an estimate for those culverts and on the applicant (Radiant) accepting those terms in writing. The board voted and approved the exemption with that contingency.
Votes recorded at the meeting were voiced as "all those in favor, say aye;" the meeting minutes list the motions carried on each described item.
Next steps: staff will record the ordinances and process the conditional exemption paperwork; for the subdivision the road department will provide a maximum estimate for required cross‑culvert work to be covered by the applicant prior to issuance of building permits or certificates of occupancy.
