Commissioners and staff reviewed the engineer’s numbered recommendations line‑by‑line; the developer agreed to the measures and to accommodate widening on the developer’s property where necessary. The board asked staff to codify the agreed conditions in writing for the city and then moved, seconded and unanimously approved the conditional set of improvements.
