The Lowell Planning Board on Dec. 1 approved a special permit allowing Mellow Holdings LLC to split an approximately 18,000‑square‑foot parcel at 88 Weed Street into two lots and construct a new single‑family home.
Attorney John Cox, representing Mellow Holdings, said the proposed Lot 1 would have 60.5 feet of frontage, below the 70 feet required in the traditional single‑family district but within the zoning provision that allows up to 15 feet of relief. “We are proposing 60 and a half feet,” Cox told the board, noting the applicant had held neighborhood meetings and submitted revised stormwater and utility plans.
Board members reviewed departmental comments, including engineering recommendations and a revised site plan from Hancock Associates. Members said the proposed house type and submitted renderings fit the neighborhood context and noted nearby parcels with similar frontages. The board added standard conditions: construction must match the renderings submitted at the hearing and the applicant must replace the asphalt sidewalk in front of the property with the engineering‑specified patch (3 inches of asphalt in two courses and a continuous repair pattern).
The board approved the special permit on a voice vote recorded as 5 in favor, none opposed.
Next steps: the applicant must file required permits, coordinate with the city engineering office on site inspections and submit final revised site plans prior to beginning construction.
