City staff told the council the city has negotiated an extension with the State of Illinois to retain temporary possession and control of the old Joliet Correctional Center property for stabilization, maintenance and redevelopment; staff said the state agreed to an additional three-year extension and that the parties will continue to negotiate funding and environmental work.
Staff also presented a resolution committing the city’s local 20% match for a Surface Transportation Program (STP) grant to widen Theodore Street east of Brighton Lane to Illinois Route 59. Staff said the total construction estimate is $3,688,800, with 80% federal participation ($2,275,840) and the city’s 20% share available through Motor Fuel Tax (MFT) funds ($568,960).
Separately, staff recommended approval of an easement agreement allowing the Grand Prairie Water Commission to construct a water delivery structure on city-owned property as the primary delivery point consistent with the city’s water supply agreement. The easement and the Grand Prairie contribution were presented in the broader context of the city’s multi‑year water infrastructure work.
Staff emphasized that state representatives and senators have been supportive of the correctional center negotiations. The items were presented for council consideration; no final adoption or vote on these resolutions was recorded at the pre-council.
