Resident raises Sarter Ditch flooding concerns; culvert replacement deferred for funding

During public comment at the Morgan County Drainage Board meeting, resident Ken Norman said he lives on Cross Street and asked for an update on flooding from Sarter Ditch and whether the culvert from Cross Street into the adjacent trailer park will be replaced.
Ken Norman: "My concern's the flooding from Sarter Ditch... if the culvert, from Cross Street into the trailer park is... if it's gonna be replaced and when."
County staff responded that the area has been studied previously and that the county will contract for a further look and send letters to Walmart and other responsible parties to address retention-pond restrictors and runoff. Staff said earlier studies identified problem areas and that they will draft letters to developers and property owners to request remedies.
On the specific Cross Street culvert, staff said they do not have immediate plans to replace it because replacement would likely cost about $300,000 and the county lacks current funding for that project; they noted that other culverts and bridge projects were funded and completed earlier in the year.
Staff committed to continuing study of the watershed and to explore possible relief options short of full culvert replacement while continuing outreach to the involved private entities and developers.
The board thanked the resident for raising the issue and said staff will follow up with study and written outreach to involved property owners and businesses.
