Manager Boyer and staff explained the need to retain a licensed engineer to perform annual monitoring, sampling, lab analysis and reporting for city-owned landfills that remain subject to Illinois EPA closure and post-closure requirements. Fairgram (the city’s longstanding landfill engineer) submitted the bid and staff recommended the annual engineering contract. Council approved Resolution 2025-148; the vote was recorded 7–0 with 1 abstention.

Staff said new Illinois EPA sampling parameters and higher certified lab costs have increased contract expense and that a contingency line is included to address unforeseen regulatory work. Darren (public works) noted that staff sought reduced sampling but the EPA denied a sampling reduction request. Separate approval (Resolution 2025-149) covers required quarterly inspections and annual reporting for Albertus Airport stormwater (a $7,300 program) to meet stormwater pollution-prevention requirements related to jet fuel use; council approved that measure 8–0.

During the landfill discussion Alderman Sanders asked about the procurement process and the project's financial overview; staff said the packet listed unit prices by cost center and that the landfill manager had worked to reduce sampling where allowed.
