County approves national background-check contract for new hires

Warrick County commissioners voted Nov. 10 to approve a vendor agreement with Reference Services Inc. (RSI) to provide national background checks for county hires.
Human Resources Director Andrew Schauchner outlined the proposal and pricing tiers. Schauchner said the county currently relies on sheriff’s office checks limited to county records and that RSI would enable broader national and multi-county searches. He recommended the middle tier (roughly $34 per check, which includes up to five county searches) while reserving federal- or extra-level checks as a la carte options for positions that warrant them.
Several commissioners asked whether checks would be run on applicants or after a conditional offer; Schauchner said checks would be run on candidates after an offer is made contingent on a background check. Commissioners emphasized department-head discretion for sensitive roles and agreed RSI’s portal and adverse-notice procedures would allow appeals and follow-up.
A motion to approve the contract and lock pricing at the recommended tier was made, seconded and carried. The board recorded the medium-level package with a la carte options to be used at department heads’ discretion based on job descriptions.
