On second reading the City Council approved the Fiscal Year 2026 appropriation ordinance (Ordinance 2025-61) and separately approved the City tax levy (Ordinance 2025-62), both on roll-call votes. Manager Boyer summarized the appropriation and said staff recommended approval. The appropriation ordinance passed 6–2; the tax levy ordinance passed 6–2.
The council also approved the Freeport Public Library’s separate levy (Ordinance 2025-63). Interim Director Myers said the library’s 2025 levy request (payable in 2026) is $1,114,500 — $52,500 more than the prior year, an increase that would produce roughly $6 more annually on a $100,000 home. That ordinance passed 7–1. Council handled a block of bond-abatement ordinances (Ordinances 2025-64 through 2025-72) to abate 2025 levies for specified GO bond series; those passed 7–1 after staff explained that two bond portions are associated with the downtown TIF.
Director Richter presented a first reading of a reappropriation ordinance (Ordinance 2025-79) that makes multiple revenue and expense adjustments across funds (sales tax receipts reclassification, grant receipts, EV charger grant expectations, airport grant increases, and a solar-company-funded 18th Avenue project). Staff said specific capital projects or loans will return to council for individual approvals; the capital improvement plan for 2026–2029 (Resolution 2025-146) was adopted 6–2 as a planning tool, not an authorization to spend.
Separately, the council approved a series of routine administrative ordinances and resolutions on surplus airport property, hanger-lease clarifications (first reading moved forward), and the annual write-off of utility receivables older than seven years ($75,556.46).
