Commissioners ratify major pay estimate and contracts tied to new security center

Warrick County commissioners on Nov. 10 approved multiple contracts and payments tied to the county’s new security center, including a large construction pay estimate, equipment purchases for inmate medical monitoring and a low-bid award for a maintenance building.
County staff presented Pay Estimate No. 28 for the security center in the amount of $1,721,441.55 with line items to Garmon Construction and named subcontractors. A motion to pay the claim passed unanimously.
Commissioner Sherry Sievers and staff described procurement needs for the facility. The board approved a $40,500 purchase from Reassurance Solutions for six additional radar-based medical-monitoring units to outfit nine medical cells. Staff explained the units monitor heart and respiratory rates and movement; the sheriff’s office said the devices are ceiling-mounted and not worn by inmates. “It's not anything they wear,” the sheriff explained during questions about tampering.
Project partners conducted an RFP for a new maintenance building at the security center. The low, responsive bidder was DC Metals at $135,327.49; staff said the procurement followed IC 36-1-12-4 procedures and recommended award to the lowest responsible bidder, which the board approved.
The sheriff also presented a KeyTrak key-control system for the new building to provide locked, auditable key access for deputies. Sheriff Mike Wilder told commissioners the system is “a big box that all the keys from wherever we choose to put in will be locked,” adding it creates an audit trail when keys are checked out.
Commissioners approved the pay estimate, equipment purchases and contract awards. Several related change orders and pay apps for other projects were also discussed and approved at the meeting.
