Neighbors ask APC to inspect Epworth Road home for alleged sign‑shop activity; inspector ordered to visit

Neighbors presented a recurring complaint that Cardinal Sign Service continued to operate in a residential neighborhood at 5268 Epworth/Upworth Road despite prior APC rulings. An attorney for the complainants outlined a history of APC hearings dating to 2022 and alleged continued deliveries (including large sheeting materials), on‑site fabrication in a shed, altered signage and the use of a narrow shared easement by heavy delivery vehicles that residents say has caused dust, damage and safety concerns. The Hastings family testified under oath that the business had moved to a new location, that they still receive occasional small residential packages, and that some web listings predate the move and had not been updated. Neighbors, including Chrissy Taylor, described frequent large delivery trucks, drivers entering neighbors' driveways, and dust and damage that affect children and residents with respiratory issues. After discussion and photo exhibits from the complaint file, the APC voted to have the county inspector (or a county representative) visit the Hastings property (including basement and shed) and return a report to the board at the December 8 meeting. Commissioners and staff stressed the inspection should be thorough; if evidence of ongoing operation is found the APC reserved the right to pursue enforcement.
