County approves consultant to run Exit 255 listening sessions and online survey, budget capped at $15,000

The Grant County Board of Commissioners on Nov. 17 approved a proposal from UCS Management to carry out public engagement around Exit 255, the I‑69 interchange that is part of the county’s growth area in the comprehensive plan.

Dr. Chris Kellner of UCS Management described a scope that includes five listening sessions in communities most affected (Gas City, Pollerton, Fairmont, Upland and Matthews) plus an online survey. The firm will promote the events, facilitate sessions, collect input and produce a qualitative analysis summarizing themes and public sentiment. The proposal’s not‑to‑exceed amount is $15,000; commissioners discussed whether to begin the work this year or wait until after the holidays and agreed the timeline is flexible.

Commissioners and staff emphasized the importance of promotion to ensure attendance. Brad Bookout and other county officials supported the consultant’s proactive approach to gather public sentiment before development moves forward. After discussion, the board voted to approve the proposal and authorized the commission president to oversee which budget bucket would fund the work.

What the contract would do The consultant will plan and promote up to five community meetings, host an online survey for residents who cannot attend, and deliver a summary report outlining themes, concerns and interests to guide future development and infrastructure decisions around the interchange.

Next steps Staff will work with UCS Management on scheduling and budget placement; commissioners indicated a preference to wait until the New Year for promotion and events to improve turnout.
