City staff presented the Consolidated Annual Performance and Evaluation Report (CAPER) covering fiscal year 2024–25, describing how federal funds (tracked via HUD's IDIS system) were used to support housing, public facilities and public services. Highlights included assistance to 253 people with housing-related services, construction or rehabilitation of a small number of units, expenditure of $1,043,672 for public facilities and public services, and support for homelessness programs through grants to nonprofit partners.
Staff noted that some projects (including the Indigo Apartments) closed out timing issues and will be counted in the next CAPER due to funding close-out timing. The CAPER is subject to a 15‑day public comment period that was open through the week and, as of the public hearing, staff said no comments had been received. If approved by council, staff will transmit the CAPER to the Florida Housing Finance Corporation and HUD as required by the schedule.
