At the start of the 7:30 p.m. session Council President Berry moved to approve the order of agenda; the motion was seconded and passed on a voice vote 5-0.

Later in the meeting the council adopted the consent agenda, which included Resolution No. 3223 (authorizing acquisition of property for the Beckman Creek flow mitigation project, CIP 7068, and amending Resolution 3167), Resolution No. 3225 (adopting the South Metro Area Regional Transit Public Transportation Agency Safety Plan) and Resolution No. 3227 (authorizing a construction contract for reservoir fall-protection and security projects), and the minutes of the Nov. 17, 2025 meeting. Council President Berry moved adoption; the motion passed 5-0.

On second reading the council considered Ordinance No. 900, described by staff as an ordinance implementing an administrative-warrants process by amending Chapter 1 of the Wilsonville code (adding sections 1.1 through 1.18). Council President Berry moved to adopt Ordinance No. 900 on second reading and the city recorder called a roll call vote: Councilors Shevlin, Berry, Cunningham, Scholl and Mayor O'Neil all voted Aye and the ordinance passed 5-0.
