The council considered resolution 1571-2025, a personnel resolution authorizing the one-time donation of accrued sick leave to a sick-leave bank for an employee who has not accrued sufficient leave to cover a medical need. City staff explained that the personnel manual governs holidays and benefits and that council has previously authorized similar one-time donations. Staff noted if donated leave is not used for the medical event it will be returned pro rata to donors.

Because timing was important, council voted to suspend the rules and, on roll call, adopted resolution 1571-2025. Several council members urged development of a standing administrative plan so HR can apply criteria without council action each time; council directed staff and HR to consider a standardized approach.
