Interim area-plan services (Carmen Bowley): Commissioners reviewed time Carmen Bowley worked helping the county during a vacancy (26.75 hours by staff count) and discussed compensation. The county’s salary ordinance lists the area-plan director at $20/hour; staff recommended paying that rate, creating a contractual-services line, or doing a budget transfer. The board moved to accept a contract for Carmen Bowley as an independent contractor at $20/hour consistent with the salary ordinance and to limit total payments to appropriated amounts; the motion was seconded and approved.
Meeting reschedule and payroll: Commissioners agreed to move the Dec. 3 meeting to Dec. 10 at 5 p.m. because several commissioners will attend the IACC conference; routine payroll payments were approved and recorded.
Veteran services building: Commissioners discussed county ownership of a veteran services building at the medical park (parking belongs to the hospital) and voted to gather quotes for an appraisal to inform future decisions about selling or repurposing the property (options discussed included retaining the building for 4‑H or selling if appraisal values supported doing so).
