Resident Cindy Abbott detailed a sequence of documented incidents going back to 2022 — late‑night noise, trash left out past collection days, alleged animal neglect, and reports of a gas leak — and asked council to direct staff to use the existing coastal‑zone ordinance enforcement mechanisms. Lila Ranero and Brian Reneiro corroborated a pattern of disturbances, with Ranero reading a list of incidents reported to police and code enforcement and Reneiro urging the city not to renew the property’s STR permit.
Caitlin Quinn said a man rented through the management company and later violently attacked her home security cameras; she said Marbella Lane (the property manager) was sent video evidence yet left the tenant on site for six more nights. Quinn asked council to “pull the lever” under the current ordinance rather than waiting for a new STR ordinance.
Councilmembers acknowledged the complaints and asked staff to follow up. The assistant city manager and city attorney did not report any immediate enforcement action at the meeting, but staff indicated the city has existing ordinance authority for coastal‑zone nuisance cases and would review the complaints. Residents requested that staff consider permit revocation or non‑renewal under the coastal‑zone standards and clarify the enforcement timeline and criteria.
