The Scott County Health Department asked the commissioners Nov. 5 for authority to apply for a $10,000 Indiana Department of Health injury-prevention grant aimed at reducing emergency-department visits from ATVs and off-road vehicles.
The health representative described a two-pronged plan: combine ATV-safety training through the Department of Natural Resources with provision of helmets (and gloves/goggles) for children, and partner with local civic groups such as the Pilot Club and the Kiwanis Club for bicycle-helmet training and distribution. The grant is reimbursable, runs from Jan. 1, 2026 through Sept. 30, 2026, and the department proposed to allocate $9,000 to helmets and supplies and $1,000 to advertising.
Commissioners asked whether the county would retain liability if helmets were later found defective; staff said providing education alongside equipment is standard practice and liability concerns are limited when training is provided. The board voted to approve the application.
"So it's for $10,000," the health representative said when presenting the grant details; later staff confirmed the $9,000/$1,000 breakdown for equipment and outreach.
Next steps: Staff will file the grant application. If awarded, the county will execute reimbursement accounting and contract with community partners to deliver training and helmets.
