Whitley County commissioners approved several administrative and contract items during their regular meeting, including federal transit pass-through funds, adoption of ADA and Title VI documents, delegation of INDOT signature authority and a consultant agreement for a county road project.
Jim Johnson of the Council on Aging told commissioners the county’s transit program averages “well over a 100 trips a day” and requested signatures on the Section 5311 model transit agreement to accept $61,559 in federal pass-through funds for quarter three. The board moved to approve the agreement by voice vote.
Brad Allen, the county engineer, presented an updated ADA transition plan — removing the former jail from the county’s ADA inventory and noting the new jail must inventory and assess its ADA features — and proposed updates to Title VI documents (dates and staffing). Commissioners voted to adopt the ADA transition plan and the Title VI plan and policy.
Allen also explained INDOT requires a designated signature authority for contract execution through DocuSign; commissioners approved a motion delegating that authority to Commissioner Basinger. He then outlined a consultant agreement with RQAW Corporation to complete design work for the 100 South Reconstruction project (to be funded by the Redevelopment Commission), noting that the county attorney reviewed and that comments were incorporated. The board approved the consultant agreement. Bridge replacement plans were noted as not ready and deferred to a future meeting.
All items were approved by voice vote and will proceed to administrative implementation; the county engineer and county staff will return with signatures and formal contract documents as required.
