Council moves to shore up sheriff’s budget, approves HIV medication appropriation and pays outstanding maintenance bills

The council took several measures to address sheriff-department budget shortfalls and agreed-order obligations during the Oct. 14 meeting.
Councilors discussed a complex mix of budgets: general fund, public-safety LIT (local income tax) special-purpose funds and sheriff-specific lines. To clear a negative overtime balance and avoid arrears, the council approved an ordinance to unappropriate $32,899.98 from a November appropriation and reappropriate the same amount into the county general fund, restoring overtime lines to zero and giving the sheriff short-term coverage.
Under ordinance 2025-80, the council appropriated $52,098 from the LIT special-purpose fund to pay jail HIV medication per an agreed court order; council members described that payment as part of obligations established through litigation and court order language.
Separately, the council approved resolution 2025-32 to transfer $41,400.85 from the sheriff vehicle (car) line to a newly created general-fund repair-and-maintenance line to permit payment of outstanding maintenance invoices currently held in the auditor’s office. Staff said the transfer covered only the minimum required to pay the identified invoices; the sheriff’s office will return with further requests if more bills are identified.
Councilors and staff discussed whether some costs should be paid out of commissary accounts or appropriated lines and urged the sheriff’s office to provide a year-to-date spending report that reconciles commissary, general, and other revenue sources. The discussion included a separate law-enforcement forfeiture distribution that the council appropriated to reimburse state police and other parties as ordered by court documentation.
