At its Nov. 12 meeting the Utah Lake Authority moved through required public hearing steps and approved several fiscal and governance items.
Sam (Operations and Recreation staff) presented three documents as part of the FY2026 budget amendment public hearing: an amended general fund statement, capital projects adjustments and an updated long-range capital plan. Sam said updated end-of-year numbers required minor revenue and expense adjustments; the board did not make large program cuts but chose not to transfer general-fund dollars into capital projects this cycle. He noted a second ORI grant application was not awarded and that the Access Enhancements account was reduced accordingly.
Sam also said the Authority increased the conservation/restoration project account by $30,000 to support additional Division of Water Quality laboratory analysis for a second round of PCB testing intended to reassess consumption-advisory implications.
Following the public hearing, the board moved, seconded and approved (voice vote) the FY2026 budget amendments and then separately approved the updated long-range capital plan. The board also approved a resolution delegating authority to the executive director to negotiate property agreements, recording a motion, second and a carried vote. The meeting record shows all three actions passed by voice vote during the meeting.
The Authority scheduled its next governing meeting for Jan. 22, 2026, at 9 a.m. at Provo City Hall.
