Council members queried apparent inconsistencies in question formats (for example, identical questions presented with different answer scales produced differing responses). Lemcool said staff can analyze the dataset more deeply and that the survey was intentionally concise to encourage participation. "There was only 77 people. It's not optimal, but it is anecdotal," Lemcool said.
Council discussed vendor models, insurance responsibilities and whether the city should partner with private operators; staff said those details would be incumbent upon any vendor and that agreements would specify insurance and operational responsibilities. No decision was taken; staff offered to provide deeper analysis at a follow-up meeting.
