Sumner County to seek broker-of-record, RFQ to be issued before next meeting

Speaker 3 moved that the county 'proceed with what is necessary to hire a broker of record.' Speaker 1 amended that motion to require the RFQ be released before the board’s next meeting; the board agreed to pursue the RFQ and to schedule follow-up insurance meetings in December if needed.
The broker-of-record approach was discussed as a way to broaden market access after members said last year’s procurement left the county with few options. Speaker 9 explained that a broker-of-record flags brokers to represent the county in market outreach — a different procurement posture than inviting direct insurance quotes — and can allow the county to avoid being limited to a single broker’s market access.
Members asked staff to coordinate timing with finance and to use an existing RFQ draft as a starting point. A December meeting was proposed to finalize coverage details; finance staff indicated a 9 a.m. meeting on Dec. 1 would work for the necessary market coordination.
Next steps: staff will circulate the RFQ and coordinate with finance; the county will hold follow-up insurance meetings as needed in December and expects to receive broker responses under the RFQ timetable established by staff.
