The Manville City Council authorized a mutual aid agreement between the Texas Department of Public Safety, the Brazoria County Sheriff’s Office and the City of Manville that is required under House Bill 33. The police chief told the council he had concerns that the current draft did not clearly outline the regulations and procedures that will govern mutual aid operations and asked for time to meet with the sheriff's office to clarify language and finalize accompanying procedures.
The chief said staff would set up a meeting with the sheriff’s chief deputy and work with the city manager to address the concerns; he flagged a statutory deadline of Jan. 1, 2026. The council moved to approve the agreement and authorize the chief to finalize the remaining procedural details and sign the document once revisions were completed. The motion passed unanimously, 5–0.
Quote: "I have some concerns with the agreement as it does not outline what the regulations are or what the mutual aid agreement is," the chief said, urging time to finalize procedures.
Next steps: The chief, city manager and sheriff's office will meet to resolve language concerns and return implementation-ready documents. Staff will keep the council informed to ensure compliance with the state deadline.
