Ted described the program scale—roughly 2,400 Manville residents in recreational leagues, a 1,200-player advanced league, weekend tournament visitors in the thousands, and the group’s affiliation as an official NFL Flag franchise. He said the proposal included use and programming for boys and girls ages 4–15, a three-days-per-week training program, and advanced teams coached by professionals. Ted also described potential local economic impacts from tournaments, including hotel nights and restaurant sales.
The presentation included a project-cost breakdown provided by the group: synthetic fields, about $2,000,000; two grass fields (including lights and irrigation), about $400,000; restrooms about $300,000; parking for 160 spaces at an estimated $100 per space (approx. $160,000). Manville Soccer proposed a $1,000,000 cash contribution to the city toward construction, leaving an approximate city/developer funding gap of $1,860,000 for phase 1.
Council did not engage in extended debate because the item was not on the published agenda; the mayor asked staff to add a formal agenda item for 2026 so council could review details and potential funding or public-private partnership terms. Ted said he could provide the council with a more detailed cost breakdown and program schedule for follow-up review.
