Kankakee City’s Community Development Committee on Dec. 1 approved the November draw voucher list totaling $174,084.09, ECDA executive director Barbara Brewer Watson told the panel. The vouchers include payments for lead abatement and housing rehabilitation work, inspector fees, salary reimbursements and outreach expenses.
Brewer Watson said about $83,000 of the total covers contractor payments for completed lead‑abatement and housing‑rehab projects, with additional line items for inspector fees, departmental salary reimbursements (including CDBG allocations), Verizon wireless and reimbursement for developer materials and marketing. "When you look through that, we have had a couple of our lead abatement projects that were completed in the last month," she said.
Alderman Swanson moved to accept the vouchers as presented and Alderman Osenge seconded. The roll call recorded affirmative votes from the listed aldermen and the chair stated the motion passed on a 7–0 vote. Alderman Barron said he would "abstain as to 26 11 12 to avoid a potential conflict of interest," a restriction he tied to a specific line item rather than the entire package.
The committee did not change the voucher list. The approved payments will be processed according to the city’s draw schedule and the ECDA will continue to reimburse the city for project expenses as they are invoiced.
