The Chelsea City Council voted on several funding and grant matters during the meeting, approving park and community funding measures by roll call.

The council endorsed an Executive Office of Energy and Environmental Affairs park grant award of $425,000 for KM Park (parcel at 248 Chestnut St.) and appropriated a total project budget of $825,000 from general stabilization to ensure the city could meet reimbursement requirements; the roll call recorded 9 in favor, 0 opposed, 2 absent and the resolution was adopted.

Councilors also accepted a $100,000 grant from United Way of Massachusetts Bay and Merrimack Valley for the 1 Chelsea Fund and appropriated $100,000 from the general stabilization fund to the 1 Chelsea Fund account to support emergency assistance efforts. Separately, the council accepted a $15,000 grant from Mystic Valley Elder Services for a senior health-and-wellness program and accepted a $10,000 Carnegie Corporation gift to the Chelsea Public Library for a community event. Each of these second-reading orders was adopted by roll call where recorded.

Council discussion included standard procedural remarks about the Community Preservation Act funding process and exchanges about outreach, matching state funds and the need to preserve affordable housing and public spaces. One councilor questioned the distribution of CPA funds and whether the program serves average homeowners; city staff explained the matching percentage has declined and described the committee process.

All adopted orders were approved by the council without recorded opposition where roll calls were taken; the KM Park appropriation and the 1 Chelsea Fund appropriation were the highest-dollar items acted on during the meeting.
