Elyria City Council voted on Dec. 1 to approve a slate of resolutions and emergency ordinances covering appointments, finance items and project authorizations. Council passed a utilities-sponsored resolution to appoint three members to the Elyria Demolition Board of Appeals and approved a finance-sponsored resolution certifying a list of lot-mowing charges to the county auditor.
The council also approved several ordinances under suspension of rules and declared emergencies, including: a conditional-use first reading and scheduled public hearing for a Hilltide Ventures LLC multifamily project on West River Road North; acceptance of dedication for the Windsor Place subdivision replat; an amendment to Community Reinvestment Area No. 1 to conform to Senate Bill 33 (effective April 4, 2023); authorization for the finance director to pay moral claims to two residents; an amendment to municipal water-supply code; authorization for the mayor to apply for an Ohio Department of Natural Resources Land and Water Conservation Fund grant for parks; an ODOT State Infrastructure Bank loan application for an ODOT urban paving program; and a professional-services agreement with Macaulay and Company LLC for grant consulting and public-relations services. Several ordinances were presented and passed with motions to suspend the rules and declare emergencies.
Law Director Deary told council the package includes a trio of corrective ordinances to fix scrivener errors that misstate the legal name of the contracting entity Black & Veatch across prior ordinances. Council acted to approve those corrections to align the ordinances with the entities listed in the Ohio Secretary of State filings.
Several votes were completed by voice vote after motion and second; the council president presided, and Miss Mitchell and others moved or seconded multiple measures. Committee scheduling followed: Finance & Utilities requested certain department heads attend a committee meeting Monday, Dec. 8, at 6 p.m., and another committee meeting was requested for Dec. 15 immediately following full council.
