The Stillwater City Council on Dec. 1 approved a construction work package for the North Triangle parking lot at the Stillwater Regional Airport and authorized staff to submit a state airport grant application to help pay for the work.
Airport Director Kelly Reid told council the airport’s terminal relocation and new roadway require two new parking lots: a North Triangle lot (Lot 2) that would expand from 43 to 68 spaces and a larger Lot 3 adding about 165 spaces. Reid said the airport routinely fills its paved lots and that the project is tied to the terminal opening. She said the proposed grant from the Oklahoma Department of Aeronautics-related program would cover about 95% of the Lot 2 construction costs, with the city providing a required 5% sponsor match.
Council then considered a contract action to advance construction. Staff recommended an amendment to the City’s CMAR agreement with Seymour Lippert Brothers Inc. to include Project Work Package No. 5, the North Triangle Parking Lot, and to partially convert that package to a guaranteed maximum price of $633,308 for the work identified in the package. The council moved, seconded and approved the contract amendment 4–0.
Separately, council adopted resolution CC-2025-31 to authorize submission of the state grant application and to appropriate budget authority for a required sponsor match. Staff reported an estimated total project cost for the North Triangle lot of $680,508, with anticipated state grant funds of $646,482 and a city match of $34,026. The resolution authorizes the mayor or vice mayor to sign required project documents if the grant award is received; council adopted the resolution 4–0.
Reid said Lot 3 is planned for FAA funding and would remain nonrevenue for the useful life required by that funding; the airport is also studying revenue parking options for Lots 1 and 2 to provide ongoing non-aeronautical revenue while preserving free parking in an FAA-funded lot and a gravel lot. Reid told council the airport plans to return with a revenue study and more detailed projections before any billing changes are implemented.
The council also reappointed Derek Davies and Phil Thomas to three-year terms on the Stillwater Regional Airport Advisory Board during the evening’s business.
Outcome: contract amendment and resolution adopted; award and grant actions approved by council vote of 4–0. Next steps: staff will submit the grant application and return with revenue-study results and implementation details for any paid parking program.
