At its Dec. 1 meeting, the Gardner City Council approved a set of permits, infrastructure plans, budget transfers and personnel measures.
Key actions taken:
- Approved National Grid plan 3082599 (Item 11,730) to install a transformer pad and conduit on Pleasant Street to support downtown electrical upgrades; council voted to approve the plan after a public hearing and committee recommendation.
- Approved National Grid plan 3110000 (Item 11,731) for a handhold/conduit installation behind 8 Main Street to refeed downtown properties.
- Approved a flammable-storage license for EJ Wiesen Trucking (Item 11,716) for operations at 163–169 Colony Road after the safety committee and police inspected the site.
- Sent the winter-parking ordinance (Item 11,737) to first printing following debate (see separate coverage).
- Sent an ordinance allowing cottage kitchens (Item 11,688) to second and final printing (roll call: 11 yeas) and sent a housing-production zoning ordinance (Item 11,704) to second and final printing after correcting previously adopted amendment language (11 ayes reported).
- Approved finance items including a transfer of $11,000 within the Health Department (Item 11,721), an appropriation of $100,975 from free cash to the stabilization account (Item 11,723) with a directive for further study on prior salt-shed repayment accounting, an appropriation of $100,000 for landfill pump repair (Item 11,727), and a $95,000 appropriation to the landfill-closure account (Item 11,735).
- Approved a $15,000 transfer to outside counsel for the law department (Item 11,736) and adopted a measure setting step designations for nonunion employees consistent with an amended Exhibit F (Item 11,738); council also moved an amended nonunion compensation schedule toward final printing after an amendment correcting Group 3B classifications.
Most measures passed on voice vote or a roll call as noted in council records. The meeting concluded with councilor remarks and adjournment following the closing prayer.
