The Warren Planning Commission on Dec. 1 approved site-plan PSP 250049 allowing multiple building additions and connectors at Lock Industries’ Waltco Industrial site, subject to standard staff conditions including revised plans, parcel combination, parking adjustments, and a performance bond estimated at $33,000.
Kemp Building and Development project manager Danny Plantis and Lock Industries’ leadership described the plan as a way to connect and modernize five existing buildings while preserving jobs in Warren. Lock Industries President Derek Kowalski told the commission, “We have 28 employees currently,” and said the company’s long-term plan is “to get close to the 70 employees” as work ramps up under new contracts.
Planning staff’s recommended conditions addressed parking recalculations (staff requested 70 spaces per the site data chart but recommended several adjustments), compliance with setback and loading-zone details, combined parcel approval, and minor elevation revisions (wainscot treatments on specified elevations). Commissioners discussed preserving some existing pavement for parking along Wall Court to meet parking needs while maintaining green-belt expectations on Stevens Road and agreed to work with engineering on driveway widths. The petitioner agreed to reduce one addition to avoid additional variances where possible and to submit any variances required to the Zoning Board of Appeals.
The motion to approve carried on roll call. The petitioner must supply revised plans, a parcel-combination application, and documentation for any variances before building-division release.
