Planning commission and BZA approve a string of plats and accessory-structure variances

The commission and board approved preliminary and final plats for multiple developments and granted several accessory-structure variances (sheds, detached garages and similar) for oddly shaped lots across Andover; resolutions will be prepared and applicants notified.
On Nov. 4 the Andover Planning Commission and Board of Zoning Appeals approved several routine plats and a number of accessory-structure variances affecting multiple properties across the city.
The commission approved the preliminary plat for Meadows 4th (a replat at the Andover Plaza Shopping Center intended to create three commercial lots) after staff said existing utilities are available and site-plan review will address parking and sewer access at final plat. The commission also approved the preliminary and final plats for the Green Meadows addition (the East Central property discussed earlier).
The Board of Zoning Appeals considered a sequence of accessory-structure variance requests for oddly shaped lots and setbacks, including a 1,260-square-foot garage request and several smaller accessory buildings and sheds. Applicants described site constraints (stand of trees to be preserved; cul-de-sac or trapezoidal lots adjacent to the interstate right of way) that would push structures into required setbacks if strictly applied. Staff repeatedly found no anticipated adverse effects and recommended approval.
Motions to grant the listed variances (cases including BZAV25-0011, BZAV25-0014, BZAV25-0015 and BZAV25-0016, among others) were made, seconded and passed by voice vote. For each granted variance the board authorized the chair to sign a resolution; those resolutions will be prepared within 45 days and applicants retain 30 days from filing to appeal to district court.
