Participating jurisdictions discussed in the meeting include Butler County and the cities of Augusta, Benton, El Dorado, Rose Hill, and Towanda; Graham said each jurisdiction must sign the agreement for it to be effective.
Graham said the cost breakout for the study was done by assessed valuation and noted that Butler County is contributing $15,000. The scope discussed in the meeting is limited to updating the prior study; Graham said further financial exploration or commitments would be a separate step requiring additional engagement. The study timeline mentioned in the meeting was "up to three months."
Council members framed the vote as a prudent step to plan ahead for anticipated regional water challenges and to avoid being disadvantaged in future contract negotiations. The motion to approve the interlocal agreement passed 6-0.
